I had that idea too but decided that it is not my opinion.
We Germans learned from WW2 and the Holocaust that in the end there's no way
trying to blame the political leadership alone. Every soldier in Guantanamo,
Abu Ghureib or elsewhere on this planet is personally responsible for what
he/she is doing in the name of his/her country and/or his/her God.
In my opinion Bush & Blair are directly responsible for the more than
100.000 killed Iraqis, for the nearly 20.000 troops who have been killed
since the war began, but not for the terrorist attacks. I can accept that
there were good reasons for bombing Afghanistan from an American point of
view after 9/11, as there were good reasons for destroying the World Trade
Centre from a radical Islamist point of view, but all that doesn't justify
or exculpate the mass murder of innocent people. Neither capitalism nor the
new fascism called Islamism has a right to do that.
Of course the money spent for the war could have been used much wiser for
eliminating the root causes of terrorism. But that wouldn't guarantee the
control over the Iraqi oil.
But the terrorists, may they be suicide bombers or remote-control killers,
will never be able to put the responsibility on their God or the Mullahs.
That's an abuse of religion, something which has been made very clear
yesterday in the reactions to the London-attacks by Arab leaders (even from
Syria, Iran, and ironically the Hamas too).
Furthermore the terrorists cannot blame the West alone and in general for
the current situation. The ones who were murdered hadn't been asked if they
liked the present economical or political situation. If the present world
order is as bad as many people claim (again, with good reasons) then the
ordinary people in the Western countries (including Israel) are victims of
circumstances beyond their control too.
And I fear, even our leaders feel like Gregor Samsa every once in a while.

How can American foreign policy, combined with the U.S.
military-industrial complex, not be part of the dynamic that results in
terrorism?
Bush and Blair are as responsible for the attacks as the terrorists.
