It's not about blame. It's about a complex web of dynamics that goes 
far beyond individual or national responsibility. Each individual and 
nation plays a role in every other 'individual' or 'national' act. Bush 
is playing a role in the perpetuation of terrorism which leads to 
attacks by Islamic fundamentalists. The notion that an individual has 
some kind of free will separate from dynamics far more powerful than 
any tiny individual is an inspiring notion, but is just an illusion.
