Yes, so it could be us who're in that multi-levelled carriage. And the
vehicle seems to be taking multiple forms as well - it's a train, then
we're on a road which we expect to broaden into a highway but it
doesn't, then the "caravan has halted". Caravan can mean a number of
things but it's usually taken to mean multiple vehicles, ie. a convoy.
And traditionally, who travels in caravans? Gypsies. Which takes us back
to the possible connection between this Evacuation and trains taking
people to camps...
