German anti-Semitism had some deep-seated roots but Hitler's was not 
consistent throughout his life.  Besides,  Hitler came to power 
behind a whole lot of things,  not just the "Jewish question." 
Democracy,  after WWI and in the face of a collapsed economy,  was 
failing.  Period.   Power was up for grabs between the Bolsheviks, 
the old guard, the Nazis and the Social Democrats.  The Nazi Party 
didn't win a solid majority,  it won marginally and Hitler 
power-played Hindenberg into giving him the Chancellorship.  Jews are 
not a frequent subject of Hitler's public speeches, Bolshevism is.
