FW: AtD Seal Translation

As I already told you I sent the image of the seal to several Tibetan
organisations. Now, after a week of correspondence I received the partial
translation from other kind people at 'The Tibetan Language Student', their
site is http://www.learntibetan.net/copyright.htm . They had more problems
with the text than the translator at the Tibetan Culture Centre, being
unable to make out all the words. They're sure that the first two words are
'Tibetan Government's', can't make out what's in the middle, and say that
the last word is 'Representative', the legends above and below being
identical. These are brute facts. I know nought about Tibetan grammar and
the way they form words, but I am more inclined to beleive the first
translation, although there is no way I can know the way the words 'chamber
of commerce' may somehow be misread as 'representative'. Anyway, the first
two words have been confirmed by two independant sources, that's already
something. If I receive any addition info, I'll let you know. Below is the
