The terrifying thing is that this is true (at least the bit about the
Trident programme). 

Yes, you're right, originally this came from urban music circles but it's
now in fairly common parlance and particularly amongst political
commentators. When used in this way it has a slightly sarcastic ring not
really present originally.

I don't know whether it's exclusive to us but you certainly do hear it a
lot over here nowadays, often in relation to politics and especially the
claims of Our Glorious Leader the Sainted Tony.
