I've never actually heard a political commentator use the phrase - not
denying you have - but I imagine the sarcastic tone of voice used is
less to do with any context of politics from which the person is
talking, and more to do with a generally sneery attitude towards us
young'uns' 'mis-use' of language. The sarcasm would be compulsory, like,
you know, in order to express the sense of, like, "I'm using this term
to make my point, but I'm aware of how silly it is". Like, you know?
You're right, the second part wasn't exactly true, I was saying it for
effect... I should have used Thatcher giving a big shout out to Pinochet
instead...
And big up to dave for those dictionaries...

The terrifying thing is that this is true (at least the bit about the
Trident programme).
Yes, you're right, originally this came from urban music circles but
it's now in fairly common parlance and particularly amongst political
commentators. When used in this way it has a slightly sarcastic ring not
really present originally.

I don't know whether it's exclusive to us but you certainly do hear it a
lot over here nowadays, often in relation to politics and especially the
claims of Our Glorious Leader the Sainted Tony.
