Since I'm no sailor I'll take the word of one.

Tempting to say it looks as if Pynchon might be
playing around with the various meanings and metaphors
inherent in this sentence, especially if he's
intentionally (but  who knows his intentions?) fiddled
with the idiom -- as if, GASP, Pynchon might know that
readers will bring some espectations to the text, and
might choose to play with said expectations, instead
of, GASP, just plopping words on a page and ignoring
the meanings they possess except the one particular
meaning that might be expected most often.  What a
concept! Pynchon might actually understand that
language is a slippery thing, and he might be playing
around that quality. 

A commonplace notion, everywhere but Pynchon-l,
apparently.
