OK, it is "brutalist," and may carry the connotations you ascribe to
it.  But I think of it more in terms of abstract form, as did it's
creators.  It's a work of art, but a stark one.

It's been a long time since I've heard the term "Government Center."
It makes me think of that great old song "Government Center" by
Jonathan Richman and the Modern Lovers.
