I forget which p-lister brought this up, but Shirley Temple, one of TRP's big obsessions, was in a series of risque kid-pix in 1932 (she was 4), Baby Burlesks, where she and other kids would dress up as hookers, saloon singers, etc. This seems like the inspiration for the Lollipop Lounge.

Loafsley's accent seems to be a tough-guy Hell's Kitchen accent (Angela Grace mentions Hell's Kitchen in her song). Now an increasingly gentrified hi-rent neighborhood, it was the haunt of Irish gangs well into the 20th century. The scene was popularized in Damon Runyon's books. The late head of my former union, Local #3 IBEW, Harry Van Arsdale [incidentally, one of the great American labor leaders]grew up in Hell's Kitchen and spoke with the classic "toity-toid" street accent.
The H.K. accent has a hint of Irish lilt in it. The "yiz" is softer than the harsh Brooklynese "yooz."
