...uhhh, bad example...apparently Webb & Veikko don't wait for the train...I
just looked at that section again (81-96) and though no decision is made
explicit, there is an absence of train/occupant parts in the description of
the explosion. And we're told that Webb prefers to direct his blast, away
from "innocent lives", but his reasoning seems more pragmatic and of
convenience than moral, so.....
