Great, thanks Tore! Now we can juxtapose different translations. The 
translation of my second correspondent and your specialist coincide, that's 
already something.  Just to remind everybody:

Tore, the translator who helped you sounds pretty confident. What I wonder 
is, taking into account the specificity of Tibetan orthography, can the 
'Trade Representative' be misread as 'Chamber of Commerce'? Another 
hypothesis might be (but that's my empty speculation) that in Tibetan 
'chamber of commerce' is literally 'trade representative'. For example, 
there had been Tibetan Trade representatives before 2005, and then when the 
chamber was formed it was called 'Trade Representative [organ]' and thus the 
expressions coincide. That would depend on the particular character of the 
language, i.e. 'microsoft' sounds alright in English, but try to translate 
it literally into some languages.

I have found one Representative reference in the Wiki article about 'Tibetan 
resistance movement':

"Other leaders included Tsipon Shakabpa, who participated in the 1947 trade 
delegation and Khenchung Lobsang Gyaltsen, a monk who was the Tibetan trade 
representative in Kalimpong."
