That's certainly a possibility. Translation is an inexact discipline, to put 
it mildly, but I take comfort from the fact that the three translations so 
far seem pretty close to each other, and that they more or less agree that 
the text has to do with the Tibetan Government and trade in some form. I 
just wanted to point out that the speculation about deliberate anachronisms 
and the Tibetan Chamber of Commerce from 2005 perhaps is a wild-goose chase. 
It ought to be possible, now that we have a transliteration of the text, to 
find out whether the transliteration corresponds exactly to the Tibetan name 
for their Chamber of Commerce.
