I think we're onto something here. There is not much on 'Tibetan trade
representative', however if we change 'representative' into 'agent' then we
can find all sorts of interesting stuff. Like these
'Anglo-Tibetan Trade Regulations (1914)!'
'The area falling within a radius of three miles from the British Trade
Agency site will be considered as the area of such Trade Mart.
It is agreed that British subjects may lease lands for the building of
houses and godowns at the Marts. This arrangement shall not be held to
prejudice the right of British subjects to rent houses and godowns outside
the Marts for their own accommodation and the storage of their goods.
British subjects desiring to lease building sites shall apply through the
British Trade Agent to the Tibetan Trade Agent. In consultation with the
British Trade Agent the Tibetan Trade Agent will assign such or other
suitable building sites without unnecessary delay. They shall fix the terms
of the leases in conformity with the existing laws and rates. '

"By the courtesy of the Tibetan Trade Agent at Gyantge, Khenchung Lobzang
Chungne Lotsawa, the printed text was compared with the xylograph edition
forming part of the Ten-gyur collection in the Palkor Monastery and a number
of errors detected. It must, however, be added that the Palkor text does not
appear to be absolutely accurate. All that can be claimed for the present
edition is that it is more correct than the earlier printed text. A number
of emendations have been suggested in the foot-notes."

"ill 1952 there was a Tibetan Trade Agent posted in Tezu (before the 1950
earthquake he was in Sadiya) and an Indian one in Rima (Zayui as it is now
called). "

Many references on Google book search, like these:
"I decided that I would spend three days in Gyangtse and messengers of the
Tibetan trade-agent were sent ahead of time to requisition lodgings in each
one of the major towns and villages on the way."
"Weir raised these issues at Gyantse when he met the Tibetan Trade Agent, a
confidant of the Dalai Lama's, and followed it with a visit to Lhasa where
he saw ..."
"Then a little further on we were stopped again by the Tibetan Trade Agent
and
the Abbot of Gyantse monastery. All these were fantastically clad in
gorgeous silks and jewels. "
