_Knight's Modern Seamanship_ says in what seems to be the
only use of the phrase in the book

Single Up:  Take in all lines but a single standing part 
to each station, preparatory to getting under way.

It occurs to me that a similar transition might be necessary
when going from open sea into a harbor...

at least, the accompanying phrase "secure from sea detail" seems
to apply to both out- and in-ward bound
