Synopsis of second half of this pivotal section:

The second half of this segment focuses on Foley (just as the previous
half focused on Kit) and the relationship he has with Vibe. The
specifics of their political discussions are really secondary to their
personal interaction. Stringing these three quotes together really
summarizes the point of this sub-segment:

1. "As Scarsdale's voice was not the only voice Foley had to attend
to, he erred, as usual, on the side of mollification"

2. "Foley [out in the field because of Vibe's distrust of other's
reports], at first resentful and after a while alarmed, had come to
see little point these days in speaking up. […] Scarsdale a ruler in
isolated self-resonant fantasy […] as if he's made all the money he
cared to and was now moving on in his [delusional self-] biography to
other matters [killing, killing, killing]"

3. "[The latest voice Foley has to attend to says,] 'You suffered
through the Wilderness and at last, at Cold Harbor, lay between the
lines three days, between the worlds, and this is what you were saved
for? This mean, nervous, scheming servitude to an enfeebled
conscience?' "

Notice the Christ in the Wilderness and in the grave overtones in this
last quote. The tables really have turned for Vibe now that his
"double" is no longer content in his role and sees his life worth more
Vibe's in the larger scheme of things. Mollification of Vibe in order
to contain his growing murderous raging fantasies is something Foley
will soon not be willing to do.
