Atdtda[4]: Between 2 sections

Didn't notice before, but sometimes 2 sections are split not only with a 
double enter but also with 3 dots.  We see it on p. 14, 42, 51, and now 
again on109.

Seems to be occurring in Chums of Chance sections -- maybe its author?

Also, I don't remember if ever discussed before.  Apologies if...
