Such was not the will of the Balkan peoples. In January, 1899, a Macedonian committee was organized at Sofia, to work for an autonomous régime in Macedonia, under a governor-general chosen for five years from the "predominant nationality." Greeks and Serbians could see in such a plan only a Bulgarian advantage. The committees in the different small states began to encourage brigand bands, on the theory that if Macedonia be made anarchial by robbery, rape and murder, fire and sword, Europe would be aroused to genuine and effective action. Europe took little notice, however, until 1902, when conditions had become exceedingly serious. 
 
My emboldening above.  That natural ethnic borders were overturned would seem to matter a lot to TRP. That wars happened over the Question also matters a lot, it goes without saying.

Europe confronted the Macedonian Question in 1878 on the Berlin Congress:

decide to deny the right of Bulgarians to live in one country, cut and dismember the Bulgarian Kingdom with population. The Treaty of Versailles 1919 awarded Greece,  Serbia and Rumania with Bulgarian land.  Rumania became Bulgarian province Dobrudja. Greece - Thrace  and 52% of Macedonia, Serbia take Nish, Pirot and 40% of Macedonia. Macedonia is Bulgarian land. In Green on the next map are land inhabited by more than 70% of Bulgarian.  The Berlin Congress have to approved all ethic populated Bulgarian land to be in one country and not to give 70% back to Ottoman empire.  Furthermore Bulgaria have to remain under Turkish suzerainty and East Rumelia to be govern by Turkey! What injustice was create in the Congress in Berlin - incredible?   

Who is against San-Stefano-Bulgaria, he is against Slavonic Culture. Bulgaria give to all Slavic nations Cyrillic alphabet and Christianity - the most powerful weapon against assimilation and tyrannies. (Krste Misirkov 1915) All emperies, which take part on Bulgarian tragedy - obstruction unity of the nation - fall apart or no longer exist today... But Bulgarian spirit will prevail 
The Macedonian question is still unresolved
The Berlin Congress out of fear Bulgaria may become Russian Colony dismember terribly the Bulgarian state so that more Bulgarian 4 Millions are living outside under foreign administration, than inside in the Bulgarian state. This decision was very wrong and cause many wars and suffering on the Balkan. San Stefano Bulgaria give already 30% of her own territories to the neighbors from 215 000 km2 to 170 000 km2  to 111 000 km2 today.
