the mentor/mentee model doesn't permit Theign to modify

that "Theign the Official" gives the orders, has the last word...
no matter how intimate he is with Theign the man.

hmm, the implications are
a) He doesn't want the Austrians to understand Cyprian
b) could be protective, Cyps'll get out of his depth in German
c) but also, Cyprian isn't one of "we" -- it could hardly be
called co-operating if he doesn't speak in their language
d) on a more overt level, though, he's just saying that
there'll be Austrians to deal with
