Er, help! - "South of the River"

In GR, page 742, describing The Fools' album cover, TRP writes, "near an old
rocket-bomb site, out in the East End, or South of the River".
Now the East End in London lies *north* of the Thames. Is this intentional
(and if so, why?), or an error which no-one noticed (maybe out of tact), or
am *I* wrong?
