Help me please - a dialogue in GR

The more simple, the more difficult for a non-native.

In the scene where Slothrop, Bodine, Krypton and Shirley are aboard a Red
Cross Clubmobile (Penguin/V p. 600), and the girl, who a minute earlier was
panicking about "dope fiends", has helped them out with the gears, there
comes this dialogue:

"You're really hot, Rocketman, wow," Krypton lying in back offering ankle
and taped cocaine bottle to Shirley with a smile.
"Do tell."
"No thanks," sez Shirley. "I'd really better not."
"C'mon . . . aw . . ."

Now what's happening here exactly? Why "Do tell"?
