IVIV: Lemuria, maritime law, karmic adjustment

Found half a sentence that makes my association more plausible:
 
"Tentacles of sin and desire and that strange world-bound karma which is
of the essence in maritime law crept through ALL [my emphasis.kfl] areas
of Pacific sailing culture ..." (IV, p. 91)
 
The context here is the "insurance history" (ebd.) of the GOLDEN FANG.
 
Any ideas?
