Mr Obama's speech delivered two messages: a troop increase and a
time-frame for withdrawal. It's too soon to declare victory and
leave. It seems that in his speech he referred to the Marshall plan
as a great boon to the world from American taxpayers. The Marshall
plan is very interesting since it is several things.
1. A great anti-communist play
2. A way of rapidly rebuilding European economies.
3. A way of employing several million US ex-military employees by
giving Europeans enough money to buy US manufactured items.
4. Money for several European nations to regain colonies lost in the war.

The surge in Iraq did work because we paid folks monthly $300
stipends to not shoot at us.
