Himmler was a fanatic but hardly charismatic and would eventually
begin sending out feelers for negotiations with Allies through third
parties (switzerland and sweden)
the heir apparent in 1939 would've pbly been Goring, hardly leadership
material either.
a profound struggle for power would've pbly ensued--hitler was the
driving force for invasions of western europe and russia--army was
very reluctant (also w/o Hitler the armed forced would've been
released from their oaths to Hitler and the regime)--in effect, there
would not have been the cohesion internally to mastermind something on
the scale of the Holocaust--without the quest for living space in the
east, much of the impetus for eventual extermination on a massive
scale would not have existed.
In any case, all speculation.  Maybe Mr. Turtledove will write a history soon
