I think a large part of why the setting matters is that this is as
close to "home" that Slothrop has gotten (or gets) since he was
kidnapped at the Casino.  The war is officially over, so he should be
returned home.  And he sees Mickey Rooney, a sort of emblem of the
American male youth.  And instead of surrendering, and thus getting a
free ride home, he hides and escapes back into the zone.
