No continuation of tax cuts for anyone wouldn't cost anyone a cent
immediately, not until tax day.  That would have given the Dems plenty
of time to repeatedly offer the new Obama tax cuts for the
non-wealthy.  The Repubs couldn't withstand that kind of heat for
long.

Unemployment benefits could then immediately have been "payed for" by
the  increased (projected) income from the raised wealthy-folks taxes,
taking away Repubs excuse of "we can't afford it."

The stimulous of lessened payroll taxes was an easy sell for Repubs,
and would also have been hard for them to hold out against for long.
