I read somewhere it was a logistics problem. You need operating tracks
(tunnels and above ground) separate from storage areas. The normal
storage areas are in low lying parts of the city, which stood a good
chance of being under water. Storage demands required use of the
operating tracks. This would imply that there is a bunch of equipment
not in use at any one time. This had to be moved somewhere away from
the expected deluge.
