"a neoliberal enforcer with footwear issues" - son of Bigfoot?

I have to admit I'm excited about the Web 1.0 reference. I often get
nostalgic for the time when the internet wasn't essentially organised
around a small number of models and everyone's site was a kooky,
idiosyncratic mess. Flashing gifs everywhere, garish design, minor
obsessions proudly displayed for all. It's where the P-list was
reared.
