No,  I think in this case the rings are jewelry because the other things in that sentence lend themselves to that idea -  teeny plucked eyebrows,  streaked hair and Chanel suit,  flowers. etc. and lots of costume jewelry rings on her fingers.     Think Morticia Adams.
