It doesn't if people feel no stake in changing it, and see no means of changing it. The means exist but they involve more than choosing one of the 2 corporate  and MIC controlled parties . If on a local  level someone in government is caught killing or stealing or abusing women or children, there will almost always be swift legal and political repercussions.  The theory of self government can work to address conspiracies, but on a national level it involves a daunting challenge and generations of bad habits. Still, you know about and are concerned by Scahill's journalism, and the numbers of those who do know and want change is growing. The power of Democracy Now in our information network is growing while many right winger shows are diminishing.  
 I am no pollyanna, but there is a tide that cannot be turned. Cynicism must be resisted.  When I start a big or difficult project it often looks impossible. But you start and soon you realize you are well on the way.
