This is a myth.
It's based on a quote by Gustav Braun von Stumm who said in a press
conference on 4/24/42:
/„Now the Luftwaffe will go for every building which is marked with
three stars in Baedeker“ („Jetzt wird die Luftwaffe jedes Gebäude mit
drei Sternen im Baedeker angreifen“)/
Thing just is that there were no three-stars-marks in the Baedeker,
neither in the edition from 1937, nor ever before. Even two stars were
rare, and cities like Exeter, Bath or Norwich did not belong in that
category.
