Agree that it's worth reading.  In defense of the headline, I guess I would
suggest that the European Union is a little bit like learning to ride a
bicycle.  There isn't really a plan to get the whole thing done anytime
soon, but it has been depending on forward momentum, and there is some risk
that if the project doesn't keep moving forward, it will topple over in an
ugly way.
