You are right and  Soros makes that case  but ends with a strong contention aginst the inevitability of this failure, it just seemed that the headline misssed something about the tone and intention of Soros thoughts. On the other hand it intrigued me.

Nations enter into these agreements often based largely on the self interested selling points rather than the implied responsibilities. Then Bankers and Industries have their own large interests that can be less than cooperative in nature. The balance of forces at play, combined with the failures of military solutions in the Gulf  may be more than anyone was ready for.
