That meaning is a social phenomenon was emphasized at the time by 
European thinkers, too. Confer, for example,  Deleuze's "Logique du 
sens" (1969), or Luhmann's "Sinn als Grundbegriff der Soziologie" 
(1971). It's probably not saying too much that the cultural changes of 
the 1960s played a role here.
