Well, sometimes this is exactly what happens (though not 
in the underground grotto, I suspect). High-ranking 
members of the German Intelligence Service (Reinhard 
Gehlen's BND) invited selected journalists in order to 
secretly provide them with anti-Russian information some 
time before the President of the BND went public with the 
accusations.
