GR translation: alone in his tar circle, his chalk terror

An early morning Christmas search through all the Google Books pages of
references for 'tar circle' leads only to
some inferencing, nothing clear. It seems in some old books on electricity,
a "a tar circle' is used for a certain focus of light and
must be---also hinted at---the abbreviation of 'target circle"...
