The question of the legality of covert operations is an interesting one. The 
activities described in NSC 10/2 and NSC 10/5 as tasks of the CIA obviously 
violate international law. And yet, they are, (and have been ever since, 
despite the findings of the Church Committee etc., if I am not mistaken) 
 government policy.
