The study you refer to was conducted by the Global Public Policy Institute 
in Berlin:

1) The study states that "[a]pproximately 90 percent of all confirmed 
attacks occurred after the infamous 'red line' incident of August 2013." (3) 
This would suggest that Obama's threat actually incited Assad to use CW. It 
is, however, far more likely that Obama's "red line" provoked opposition 
forces to try to incriminate Assad for the use of CW.

2) The authors thank "our friends and partners at Syrian Archive, the Syrian 
American Medical Society, Mayday Rescue and the White Helmets, the Syrian 
Network for Human Rights, the Violations Documentation Center, Human Rights 
Watch, Hala Systems, and many others for their support of this study and any 
forthcoming efforts." (3)

If the Douma incident was staged or partly staged, as seems highly likely to 
me, these are the organisations implicated in staging the event and 
spreading the news about yet another CW attack by the Syrian army: Syrian 
American Medical Society, Violations Documentation Center and, of course, 
Mayday Rescue and James Le Mesurier's White Helmets. Hala Systems cooperates 
with the White Helmets.

As you can see, these organisations are one and all the "friends and 
partners" of the authors of the study. The veracity of their reports to the 
authors of the study is therefore, to say the least, highly doubtful.

The GPPi study is based on "498 discrete reports of chemical weapons use in 
Syria from a wide range of closed and open sources." (5) If the authors had 
disclosed their sources for each incident in the annex, we would know how 
many of these reports came from the above mentioned organisations and how 
many did not.
