I did know the phrase....If that is the overt allusion, then I take back my
criticism....but I do think
only the whole sentence allows that reading........

by itself, it equates upheaval of any kind.......

I think"interesting times' by itself might be applied to this country,
America, as it will work out
new policies after the next election...
