Yes. I don't think this refers to the Republican Party. It is an interesting phrase.
I would also like to note that on page 194 the reference ("Cold War salvation") is to Continuity of Government planning during the Cold War. CoG measures were implemented on September 11, 2001, for the first time in US history (see Commission Report, p. 326 and in particular 555). To the best of my knowledge, these measures are still in place. Compare also the anger the narrator later in the novel directs against the use of "Ground Zero".
