Maybe the idea of returning to the terms of Minsk is like trying to unshoot

I don’t rule out that Minsk II could be a good thing. However pretending
that Ukraine were the main obstacle to implementing it is nothing more than
falling for Moscow’s propaganda.
The treaty was dead on day one after its signing as Moscow’s regular army
with their proxies attacked and took Debaltseve. In the end everybody
pretended not to have seen it because nobody really had anything better at
hand. Now blaming Ukraine is simply insincere. But even now things are more
complicated than they seem: how can “elections according to Ukrainian law”
be held, if this entirely depends on Moscow’s proxies’ (not existing) good
will? As Moscow does not allow any independent third party (like the UN) to
put the necessary prerequisites for democratic elections (i.e. allowing non
“separatist” parties, ensuring free elections, …) in place, there are
plenty of things keeping that part of Minsk from being implemented. Ukraine
has no interest (and is not obliged to) allowing Moscow style pseudo
“elections”.
All this of course is never mentioned in Joe’s “mainstream”. People love
simplicity. That’s what they get from Moscow, and it tastes sweet.
