Maxine’s reaction is to start thinking about Windust as one of the
subjects, I’m more curious about why the government has taken a “coverup”
approach.

It could be that they are clueless as to the perpetrators and only able to
think in terms of damage control to avoid a general panic.

Very different from plastering “if you see something say something” signs
around town.

This also relates to the Boys Town scandal, the guy investigating which (of
course) died in a small plane crash, which if you aren’t familiar with it -
c’mon, this is the p-list - never mind.

I just wanted to put that in the mix of connotations. It fits in the “weird
