I think that "St Dominic purge it" is praying for St Dominic to purge
Venice (and Lima) of corruption --- it's probably also a reference to the
Dominican order which was famous for being involved in the Inquisition.

Then the part about "your cup" seems to me, the guy is refilling Ishmael's
wine cup on the veranda there.
Not sure why he says "now you pour out again" - maybe exhorting him to
"drink up?"
---- oh! I think he means, "start telling your story (pouring it out)
again"
