GR translation: mounting, across the empty canyons and passes

Hypothesis:

Penstocks are the gates opened to allow water to flow into a hydroelectric
generator…

So the image is they open the sluices or whatever, and the sheer raging
power of the water (and/or the electricity it’s generating) makes them
shudder…

All this is in aid of power to the aforementioned radios & it is the
radios’ screaming which mounts across the empty canyons and passes

- that’s the way it strikes me…

Then again, it could just be the whole electrification project which
“mounts”

Gaming/growing

Then - isn’t this still “early Stalin days”? So the white canopies would be
paratroopers on training missions, or sorties, not yet organized into part
of a world war, but headed in that direction?



Contrast between black and white, Tchitcherine & Enzian, day with
paratroopers, and night with screamingly urgent radio messages?
