Except for the timing, sounds like this might be attributable to
General Charles DeGaulle (leader of Free French Forces in
W.W.II, then President of the Republic during Algerian breakaway) .

Didn't he once say that French should remain the language
of diplomacy because it is IMPOSSIBLE TO LIE IN IT?
