Well, I don't know about "simply" Southern.  (Actually if I read my 
Faulkner et al. correctly, nothing about Southern speech can be described 
as "simple.")  I have the definite impression that most Southerners, just 
like most Yankees, have been compelled by History to learn to say 
"black," and that a Southerner who says "Nigra" today is a Southerner who 
doesn't care if people think he means "nigger."

The LBJ story is from the time when the transition from "Negro" to 
"black" was just beginning to happen, which adds a bit of irony.
