Stanford University psychologist, Dr. Hans Steiner, was given permission by 
the California Youth Authority to use incarcerated youths, mostly 
African-American as guinea pigs in an experiment to determine whether or not 
a powerful seizure medication could be useful as a control for patients who 
are disposed to violent behavior.  The experiment may have been in violation 
of California law.  The experiment was terminated without any conclusions as 
to the value of the drug in the control of violent behavior.  An unknown 
number of youths are now subject to liver failure and other unknown side 
effects.
