Yes, I was confusing. The main thing I was trying to get across was that 
according to Mansion "un permissionaire" is a soldier on a SHORT
leave. The definition uses the word 'liberty,' which in the Navy
(according to my memory) lasts at most for a few days. 

Mansion may be wrong or I may be overinterpreting it. Guess if I really
knew much French I wouldn't be using a French-English dictionary. :-)
