Good question.  This is also obviously related to the question I raised
earlier re. why has  Pudding been put in charge of PISCES's purse-strings.
At one level we're given the impression that "the professionals" have
everything that's important under control, but when you look closely at the
details, the working relationships seem as haphazard as can be.
