Maybe it's simply that They do not *yet* have direct access to the
purse-strings.
Pudding is of the Establishment, the old-school-tie network which makes up
the pre-war Class-based dispensation.  At this point, the power shift
towards the
new Meritocracy/Sinister Multinational Cartels (take your pick) still has
some way
to go, and "the professionals" need Pudding as a Trojan Horse into the
Whitehall
corridors of power where he still holds some influence.
